Former Michigan State quarterback Brian Hoyer is moving up in the world -- at least on the draft board of ESPN's Todd McShay. Draft analyst McShay is very high on Hoyer and has him ranked as the No. 4 quarterback on his board, behind Georgia's Matthew Stafford, USC's Mark Sanchez and Kansas State's Josh Freeman.
